 Position Description: 
<ul>
<li>Senior level estimator who specializes in Mechanical/Plumbing and Electrical trades to report to PMO Program Controls Manager and Chief Estimator.</li>
<li>Plan and participate in the preparation of construction cost estimates of buildings or other structures from drawings, outlines, and specifications.</li>
<li>Prepare estimates per design based on scope and building type.</li>
<li>Evaluate cost estimating deliverables prepared by consultants for cost containment, accuracy, uniformity and completeness.</li>
<li>Prepare fair cost estimates for cost proposals from Contractors for extra work.</li>
<li>Perform special studies and prepare reports when contractors bids vary from the construction cost estimate.</li>
<li>Conduct construction/project site visits gathering relevant information and determine what information to be used to produce project estimates.</li>
<li>Evaluate pricing documents, historical and vendor cost data for the development of cost estimates and price recommendations.</li>
<li>Evaluate quotes, bids, change orders, value engineering reports, and claims for accuracy and completeness of estimates.</li>
<li>Compile and analyze data on all factors that influence costs such as material, labor, equipment and profit.</li>
<li>Prepare technical evaluations, cost estimating draft report, memos and letters and present recommendation to management.</li>
<li>Perform other related estimating duties as assigned.</li>

Minimum Required Qualifications: 
<ul>
<li>10-15 years recent professional experience in the preparation of complete cost estimates for type I, II, or III, and V building construction as defined by the State building code including two years in a supervisory capacity.</li>
<li>Expert in theories, principles, and practices of cost estimating and contract pricing.</li>
<li>Expert in JOC (Job Order Contracting) form of contracting</li>
<li>Full knowledge of construction methods for buildings and structures.</li>
<li>Full knowledge of current local construction labor and material costs.</li>
<li>Extensive experience in developing and estimating the scope of work for change orders.</li>
<li>Ability to compare cost estimates with contractors proposal to quickly identify discrepancies.</li>
<li>Ability to develop scope of work based on RFI/RFC answers and estimates the detailed costs of those scopes of work independent of the contractor proposal.</li>
<li>BS/BA Degree in Engineering, Architecture, Construction Management, Business or related degree. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.</li>

Role
Reporting to the Lead Estimator, the Senior Project Estimator is an experienced estimating professional responsible for developing comprehensive EPC (Engineering, Procurement, and Construction) proposals for high-voltage electrical projects. This role independently evaluates complex RFP packages, identifies cost and schedule risks, and prepares competitive estimates with minimal oversight. The Senior Estimator collaborates closely with internal stakeholders across engineering, procurement, construction, and project controls to ensure alignment on scope, pricing strategy, and execution planning. While not a supervisory position, this role contributes mentorship and technical guidance to junior estimators and plays a key role in proposal quality, cost accuracy, and pre-award strategy
Responsibilities
<ul>
<li>Independently evaluate RFP packages to determine project scope, commercial requirements, risk, and constructability. </li>
<li> Prepare detailed, multi-discipline EPC cost estimates for renewable, distribution, substation, generation, and industrial electrical projects. </li>

<li> Participate in strategy development for complex proposals, including alternative methods, value engineering options, and cost-saving opportunities. </li>

<li> Assist in the continuous improvement of estimating tools, templates, and standard practices. </li>
<li> Conduct formal estimate hand-off meetings with the Project Management team after contract award. </li>
<li> Assist with the preparation and submission of change orders and scope adjustments. </li>
<li> Participate in project close-out and post-mortem reviews to support continuous improvement. </li>

Requirements
Qualifications

<li>Post-secondary education in Electrical Engineering, Construction Management, or a related field is preferred.</li>
<li>Certification as a Journeyman Electrician or Power Systems Electrician is considered a strong asset. </li>
<li>Minimum of 7 years of experience in electrical estimating, ideally in the electric utility or EPC (Engineering, Procurement, and Construction) sectors. </li>
<li>Must have proven experience with renewables, distribution, and substation projects, including exposure to complex, multi-stakeholder proposals.</li>
<li>Advanced proficiency in interpreting engineering drawings, design packages, and construction specifications.</li>
<li>Strong knowledge of construction productivity, equipment capabilities, labor planning, and market rates.</li>
<li>Advanced experience with estimating software (e.g., Hard Dollar or equivalent).</li>
<li>Skilled in developing construction schedules using Microsoft Project and/or Primavera.</li>
<li>Proficient with Microsoft Office Suite, digital takeoff tools (Bluebeam), and document control platforms (e.g., SharePoint).</li>
