What We Do Here at HLE:
Over almost 30 years, we have worked in the public works sector. More precisely in highway work. Our area of concentration includes sign lighting, freeway lighting, street lighting, traffic signals, ramp metering systems. Any electrical components that are related to that scope of work fall under our specialty. Our projects physical footprint spans from our Southern California offices throughout California to its Northern Border.
Job Title:
Foreman Electrician
Department: Field Operations
Classification: Non-Exempt
Reporting to: Superintendent
Overseen by: Project Manager and/or Area Manager
Role Purpose:
The Foreman Electrician leads field crews while performing skilled electrical work on public works projects. This role combines hands-on technical expertise with leadership responsibilities to ensure projects are executed safely, on time, within budget, and in compliance with applicable codes and specifications. The Foreman Electrician coordinates with project managers, enforces safety standards, mentors crew members, and actively contributes to installation, maintenance, and repair of electrical systems. A valid California State General Electrician License is required.
This position requires flexibility to travel to projects throughout California, work across multiple shifts, and maintain a commitment to safety, quality, and teamwork.

Accountability Roles:
- Lead, Manage, and Hold Accountable Direct crews with clarity, set expectations, and ensure team members consistently meet safety, quality, and productivity standards.
- Execute Work to Plan and Scope Deliver electrical work according to project drawings, specifications, and timelines without shortcuts or compromise.
- Own Jobsite Safety and Setup Establish and maintain a safe, organized worksite; conduct daily huddles, enforce OSHA standards, and protect all team members.
- Validate Quality and Cleanliness Inspect installations and work areas to confirm compliance with codes, specifications, and company standards of excellence.
- Document Daily Production and Field Data Accurately record manpower, materials, and progress in reports that provide clear visibility to management.
- Train and Develop Crew Mentor electricians and apprentices, transferring technical skills and reinforcing cultural alignment with The Mendoza Way.
- Protect Equipment and Field Resources Safeguard tools, vehicles, and materials, ensuring responsible use and readiness for current and future projects.
Core Responsibilities:
- Supervise and direct electricians, apprentices, and laborers, ensuring the crew works safely, productively, and in alignment with project goals.
- Perform and oversee electrical installations, maintenance, and repairs according to blueprints, specifications, and project timelines, holding the team accountable to scope and standards.
- Establish and maintain safe and organized jobsites by conducting daily huddles, enforcing OSHA and company safety standards, and ensuring all hazards are addressed immediately.
- Inspect electrical work and overall jobsite conditions regularly to verify compliance with NEC, state, and local codes, as well as Mendozas standards of quality, cleanliness, and discipline.
- Complete and submit
accurate daily reports, safety logs, and material tracking to provide transparency and accountability to management.
- Coach and mentor crew members, transferring technical skills, reinforcing cultural alignment, and developing future leaders in line with The Mendoza Way.
- Manage and safeguard all tools, equipment, and materials, ensuring efficient use, responsible care, and readiness for both current and future projects.
- Coordinate with superintendents, project managers, and other trades to resolve issues quickly and maintain project momentum.
- Plan and adjust work schedules as needed to meet project deadlines, moving with urgency and clarity to keep the team aligned and productive.

- OSHA compliance and workplace safety expertise; OSHA 30 preferred.
- Proficient with Procore, Microsoft Office Suite, and digital reporting.
- Valid California State General Electrician License.
- English fluency; Spanish skills a plus.
Education and Experience:
- High school diploma or equivalent.
- Minimum 35 years as a certified electrician, including 12 years in a supervisory or lead role.
- Public works, roadway, or high-traffic construction experience preferred.
- Required certifications include California State General Electrician License.
- Additional certifications preferred: Forklift Inspection and Safety, First Aid/CPR, OSHA 30, Environmental Hazards of Highway Work, Traffic Control/Flagging, Confined Space, Aerial, Railroad.
- Valid drivers license with a clean driving record; ability to travel to job sites.
Physical Requirements:
- Work primarily outdoors in varying weather conditions and confined spaces.
- Frequent standing, kneeling, climbing ladders or scaffolding, stretching, and reaching.
- Ability to lift up to 50 pounds safely.
- Must use personal protective equipment (PPE) and maintain physical fitness to perform tasks safely.
