Job Summary

We are seeking a highly skilled Scheduler IV to lead scheduling and time impact analysis for its large-scale capital construction program at the Los Angeles Community College District (LACCD). This senior-level role is responsible for developing, reviewing, and maintaining complex construction project schedules, ensuring contract compliance, and supporting strategic decision-making through accurate forecasting and reporting.

The Scheduler IV will coordinate closely with project teams, contractors, and management to perform critical path method (CPM) scheduling, time impact analyses (TIA), and earned value assessments, while also evaluating the impact of change orders on time and cost. Responsibilities include reviewing contractor submissions, recovery schedules, and progress updates, as well as preparing detailed narratives and conducting on-site visits to verify schedule performance.

The ideal candidate has 10+ years of experience in construction scheduling on large programs, advanced expertise in Primavera P6, and a solid background in claims analysis, construction phasing, and project controls. A Bachelor's degree in a related field is required; public or educational sector experience is highly preferred.

Duties and Responsibilities

  • Coordinate the preparation of project schedules based on defined project execution philosophies
  • Perform contractor schedule reviews for contract conformance and quality assurance
  • Evaluate contract change orders and amendments for impact on budget and schedule
  • Perform time impact analysis of project schedule delays and potential claims
  • Participate in change order negotiations
  • Perform Critical Path and Earned Value analyses
  • Identify schedule related problems which arise during project execution and recommend corrective actions and creative solutions
  • Conduct construction/project site visits for progress reporting
  • Review contractors weekly and monthly schedule progress, prepare narrative of findings, submit and present to management for decision making
  • Review and evaluate contractor recovery schedules
  • Perform cost analysis in support of design and construction phases of capital projects.
  • Analyze actual expenditures versus budget performance
  • Prepare cost loaded schedule to support comprehensive cash flow projections
  • Understand, interpret and apply contracts, policies and procedures within Build LACCD guidelines.

Minimum Required Qualifications

  • 10 years of experience in project or program scheduling on large construction programs.
  • Bachelors degree in Architecture, Engineering, Construction Management, Business Administration or other related field. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.
  • Advanced proficiency in specified software including, but not limited to, Primavera Scheduling Software, MS Office
  • Applications including Project, Excel, Word and PowerPoint.
  • Knowledge of theories, principles and practices of cost engineering and scheduling.
  • Experience with time impact analysis.
  • Experience with construction claims and change orders.
  • Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties.
