General Position Description

Housing Consortium of the East Bay (HCEB) creates inclusive communities for individuals with developmental disabilities or other special needs through quality affordable housing in Alameda and Contra Costa Counties. Current holdings include more than 40 properties in Alameda and Contra Costa Counties. Funding is largely from state, local and federal government agencies. HCEB also offers 3rd party property management services for multiple unrelated non-profits. In addition to the property operations, HCEB contracts with local municipalities to set up and manage nontraditional shelter sites for our unhoused neighbors. These sites include safe parking for RV’s and autos, pallet shelters, villages and hotels. HCEB also offers support services to disabled residents and housing navigation services to the formerly unhoused.

Housing Consortium of the East Bay (HCEB) is seeking to fill a part-time Resident Manager position. The Resident Manager is responsible for providing site-specific property administration, site management and property access coverage.

Essential Job Functions

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Maintain 8 office hours/wk; this may include attendance at community meetings, providing access to vendors, meeting with tenants, communicating with Management, etc.
  • Be available to respond to emergencies- notify tenants to evacuate when necessary and contact appropriate emergency response authorities;
  • Assist tenants as needed. For example, give them entry to their unit when locked out.
  • Take out and bring in garbage bins weekly or as needed;
  • Promote onsite recycling program; sort recycling; and Facilitate community meetings as required;
  • Enforce house rules; investigate noise or disturbance complaints. Document incidents of non-compliance and report them to Management;
  • Pick up litter in common areas; clean up any spills that occur when janitorial or maintenance staff is not present; perform light clean-up of community room and laundry room as needed;
  • Communicate any health or safety issues to Management immediately;
  • Communicate any maintenance problems to Management in a timely manner;
  • Communicate any other issues or problems involving the building or residents to Management in a timely manner;
  • Communicate with residents and other staff as necessary; check email daily Mon-Fri;
  • Serve three-day notices or general notices to residents;
  • Alert police if people are loitering on the grounds during the day or night;
  • Be available by telephone outside of office hours and weekends on an on-call basis;
  • Must reside on the premises; and
  • Perform all other assignments/tasks that are assigned by Management that are not covered in this job description and which the individual could reasonably be expected to perform. 

Background and Educational Requirements:

  • History of progressively responsible related work experience, preferably in a non-profit organization
  • Experience with residential property systems and functions
  • Bachelor's level degree from an accredited university desired, but not required
  • Strong record-keeping skills
  • Excellent PC skills, including word-processing and spreadsheets in a Windows-type environment
  • Working knowledge of MS Excel and MS Word and Google applications
  • Reliable personal vehicle (business-related mileage is reimbursed by HCEB)
