POSITION DESCRIPTION SUMMARY
KKCS is seeking an experienced Project Controls Manager to join the Terminal Development Improvement Program (TDIP) at Los Angeles International Airport (LAX). This role reports directly to the TDIP Program Executive and is responsible for ensuring contractual, schedule, and financial compliance and reporting for one of the largest and most complex capital programs in the nation. The program encompasses capital improvement projects in the Central Terminal Area (CTA), including terminal renovations, wayfinding enhancements, landscaping, and infrastructure upgrades. This is an opportunity for a proven leader with extensive program controls experience to make an impact on a transformative aviation program at LAX. This is a full-time, onsite position at LAX with a standard schedule of Monday through Friday, 8:00 AM – 5:00 PM.
Key Responsibilities
- Lead cost, schedule, and risk forecasting for the TDIP Program.
- Track, forecast, and report program costs and schedules in compliance with governance, contract terms, and LAWA/TDIP procedures.
- Develop and audit contract management compliance procedures.
- Support governance processes, including preparation of CIP forms, project charters, change forms, board reports, and steering committee decks.
- Oversee monthly reporting (cost, schedule, risk) including staffing plan, schedule review, Prolog and CJL3 reviews, and risk register updates.
- Host ~13 monthly reporting meetings with project managers.
- Provide guidance to project controls teams to ensure consistency and compliance with LAWA’s standards.
- Develop staffing plans and maintain organizational charts and tracking of personnel changes.
- Manage budgets, costs, schedules, risks, and changes, ensuring alignment with approved plans and governance processes (CAB).
- Coordinate and manage financial or contractual audits; ensure PMIS records (currently PMWeb) are accurate and up to date.
Required Qualifications:
- 20+ years of professional experience, preferably on airport projects.
- Experience managing a team of project controls staff.
- Proven experience on $500M+ capital programs/projects.
- Knowledge of Progressive Design-Build, Design-Bid-Build, CMAR, and other delivery methods.
- Demonstrated ability to perform in a management capacity.
- Excellent written and oral communication skills; thorough knowledge of industry practices and regulations.
- Strong organizational skills with meticulous attention to detail.
- Proactive, results-oriented, and able to assume additional responsibilities.
- Ability to interface effectively with stakeholders at varying technical and educational levels.
- Bachelor’s degree required in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or related field.
- Proficiency in Microsoft Office Suite and Bluebeam.
- Familiarity with Project Management Information Systems (PMIS).
Preferred Qualifications:
- Master’s degree preferred.
- Optional certifications: AAAE, LEED, PE, PMP, AICP, PMI-SP, etc.
- Ability to work in CAD or REVIT is a plus.
