The Contract Administrator is responsible for managing, reviewing, and maintaining project contracts from award through close-out, with a focus on public works compliance, billing, and collections. This includes prevailing wage, certified payroll, CCIP/OCIP reporting, and insurance documentation. The role ensures accurate contract execution, timely billing, and proactive receivables management while coordinating closely with project managers and accounting through Innergy ERP and QuickBooks Desktop.
Key Responsibilities:
Contract Management
- Review and process contracts, subcontracts, change orders, and purchase orders.
- Track billing milestones, retention, insurance requirements, and close-out items.
- Coordinate document execution and distribution using Innergy ERP.
- Maintain logs for COs, lien releases, and compliance documentation.
Billing & Collections
- Prepare and submit timely invoices, including AIA billing.
- Track and follow up on receivables and retention payments.
- Handle discrepancies, backup documentation, and communication with GCs.
Prevailing Wage & Certified Payroll
- Ensure compliance with DIR, Davis-Bacon, and related public works rules.
- Submit weekly certified payroll reports and track classifications and benefits.
- Maintain apprenticeship and labor compliance documentation.
Wrap-Up Insurance (CCIP/OCIP)
- Manage enrollment, documentation, and audits for wrap-up insurance projects.
- Coordinate with brokers, project teams, and GCs on coverage requirements.
ERP & Accounting Coordination
- Maintain project data in Innergy ERP; ensure alignment with QuickBooks Desktop.
- Reconcile billing, job costing, and receivables with accounting.
- Support backup documentation for progress billing and compliance.
Communication & Support
- Act as liaison between project management, accounting, and external stakeholders.
- Proactively manage deadlines and documentation requirements.
Process Improvement
- Identify workflow improvements in contract control and compliance tracking.
- Maintain up-to-date templates and internal forms.
Required Skills & Experience:
- 3+ years of contract administration or related experience
- Knowledge of prevailing wage laws and certified payroll requirements
- Experience with CCIP/OCIP insurance compliance
- Familiarity with Innergy ERP and QuickBooks Desktop
- Proficient in Microsoft Excel and Word
- Strong communication and time management skills
Preferred Qualifications:
- Experience with AIA billing formats and public agency compliance
- Familiarity with LCPtracker, eMars, or similar CPR systems
- Background in commercial subcontracting or custom manufacturing
