INTRODUCTION

Central Neighborhood Christian Health Clinics is a Federally Qualified Healthcare Center (FQHC)

committed to the Triple Aim as described by the Institute for Healthcare Improvement. Improving the US health care system requires simultaneous pursuit of three aims: 1) improving

the experience of care, 2) improving the health of populations, and 3) reducing per capita costs of

health care. Preconditions for this include the enrollment of an identified population, a

commitment to universality for its members, and the existence of an organization (an "integrator") that accepts responsibility for all three aims for that population.

SUMMARY

The Information Systems Manager is responsible for overseeing the design, implementation, equipment, and management of an organizations IT infrastructure, applications, and data systems. This role involves strategic planning, ensuring security, and improving operational efficiency. The IS Manager will supervise IT staff, collaborate with other departments, and ensure the company's information systems are secure, scalable, and aligned with business objectives.


ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following functions:

  • Oversee and manage the organizations information systems, including servers, databases, and software applications.
  • Ensure the smooth operation of all IT systems, providing technical guidance to team members.
  • Troubleshoot and resolve issues with the companys systems and networks.
  • Manage and mentor a team of IT professionals, ensuring proper training and career development.
  • Assign and delegate tasks to team members, ensuring adherence to timelines and best practices.
  • Foster a collaborative work environment within the IT department.
  • Collaborate with senior management to develop and implement IT strategies and objectives that align with company goals.
  • Lead the planning, implementation, and maintenance of new software, systems, and IT projects.
  • Conduct needs analysis to determine IT requirements and propose scalable solutions.
  • Orders equipment as needed for the organization.
  • Monitors inventory of available hardware devices or computer accessories to assess purchasing needs.
  • Prepare and manage the IT department's budget, ensuring cost-effective procurement and resource allocation.
  • Review and approve technology expenditures, recommending solutions that align with organizational goals.
  • Ensure the integrity, security, and privacy of the organization's data and information systems.
  • Implement security protocols and perform regular system audits to safeguard against cyber threats.
  • Stay up-to-date with industry regulations and ensure compliance with applicable laws and standards.
  • Work with third-party vendors to evaluate and implement necessary software, hardware, and services.
  • Manage contracts and service agreements with external vendors, ensuring quality of service.
  • Provide technical support for staff and end-users, troubleshooting system issues and providing solutions.
  • Organize and conduct training sessions on new systems and technologies for the organization.
  • Implementing new software programs and computer technologies that support organizational goals and objectives.
  • Participate in community events and health fairs.
  • Flexibility to work outside of normal business hours in case of system failures or urgent projects.
  • Travel to other sites as needed.
  • Other duties as assigned.


QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Computer Science, Information Technology, or a related field preferred. A Masters degree is a plus.
  • 5+ years of experience in information systems management, IT infrastructure, or related roles.
  • Relevant certifications (e.g., CISSP, ITIL, PMP, Microsoft Certified IT Professional, etc.) are highly desirable.
  • Strong experience in managing teams and leading IT projects.
  • Proven track record of implementing and managing information systems in a dynamic business environment.

NECESSARY SKILLS

  • Strong understanding of IT systems, networks, databases, and enterprise applications
  • Excellent knowledge of cybersecurity principles, data protection, and compliance regulations.
  • Proficiency in project management and business analysis tools.
  • Effective leadership, communication, and interpersonal skills.
  • Strong problem-solving and decision-making abilities.
  • Strong attention to detail and a proactive approach to identifying and addressing potential system issues.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to work independently and be self-directed and flexible.
  • Ability to act with integrity, professionalism and confidentiality.
  • A valid drivers license and reliable transportation may be required.
