Reports directly to the Chief Administrative Officer (CAO). The Project Manager for the Avalon Health Access and Resilience Center (AHARC) Community Resilience Center (CRC) project is responsible for leading the planning, execution, and completion of a major community development initiative funded by the California Strategic Growth Council (CSGC). This role oversees all project phases ensuring alignment with grant requirements, organizational standards, and community needs. The Project Manager coordinates with internal teams, external partners, and stakeholders; manages compliance, reporting, and budgets; and champions robust community engagement and emergency preparedness. Success in this position requires strong leadership; organizational and communication skills; as well as experience managing complex, grant-funded projects in diverse, multi-stakeholder environments.

Qualifications
Education:
- Bachelor’s degree in Project Management, Public Administration, Urban Planning, Public Health, Community Organizing or related field (Master’s preferred).
Experience:
- Minimum 5 years of experience managing complex, multi-stakeholder projects, preferably in community development, public health, or capital projects.
- Demonstrated experience with grant-funded projects, compliance, and reporting.
- Strong leadership, organizational, and communication skills.
- Experience working with diverse communities and facilitating inclusive engagement processes.
- Ability to manage budgets, timelines, and deliverables in a fast-paced, dynamic environment.

Responsibilities
Project Leadership & Coordination
- Coordinate with internal teams, partners, contractors, and stakeholders to ensure alignment with project goals and timelines.
- Serve as the primary point of contact for the CSGC and ensure all communications, deliverables, and reports are submitted as required.
- Demonstrated experience in emergency preparedness
- Participate in the design and construction process alongside professional design and construction teams.
- Experience in building and establishing facilities similar to the Community Resource Center (CRC) is highly desirable.
- Ability to provide critical support and leadership in the selection and procurement of project Furniture, Fixtures, and Equipment (FFE), including collaboration with stakeholders to assess and fulfill their FFE requirements.
- Prior experience in delivering emergency shelter services, as well as managing and staffing community centers, is preferred.
Work Plan & Deliverables Management
- Oversee the execution of the Work Plan and budget.
- Ensure all project milestones and deliverables are met, including community engagement events, emergency preparedness training, and workforce development programs.
- Monitor progress against the project timeline and budget, proactively identifying and addressing risks or delays.
- Work with the Development Department to research grants to sustain the operations of the CRC.
Compliance & Reporting
- Ensure compliance with all grant requirements, including procurement standards, prevailing wage laws, insurance, and non-discrimination policies.
- Prepare and submit bi-monthly progress reports, annual reports, final reports, and all required documentation to the CSGC.
- Maintain accurate records of expenditures, procurement, and project activities for audit and reporting purposes.
Community Engagement & Partnership Management
- Facilitate robust, meaningful, and culturally appropriate community engagement throughout all project phases.
- Lead the Community Stakeholder Structure; coordinate with partners such as Esperanza Community Housing Corporation, Partners for Children South LA, SAJE, WERC, SEIU 721, and others; and update Partnership Agreements
- Support the recruitment and training of community members for advisory committees and program participation.
Emergency Planning & Operations
- Oversee the development and implementation of the CRC Emergency Plan and Year-Round Community Resilience Plan.
- Ensure the facility is prepared for activation during emergencies and can provide shelter, resources, and services as required.
- Coordinate with local emergency services and county agencies to establish and maintain emergency activation procedures.
Evaluation & Continuous Improvement
- Work with third-party evaluators to monitor project outcomes and impact.
- Integrate feedback and lessons learned into ongoing project operations and future planning.
