JOB SUMMARY

The Information Technology (IT) Director provides strategic leadership and oversight for all technology functions within the Picayune Rancheria of the Chukchansi Indians. This role is responsible for defining the Tribes IT vision, policies, security standards, and technology roadmap to support organizational operations, regulatory compliance, and long-term objectives.


As the senior authority on technology strategy, the IT Director oversees cybersecurity, risk management, enterprise systems planning, and IT budgeting. The Director collaborates closely with the Tribal Administrator, executive leadership, and department heads to align technology investments with organizational priorities.


Essential Duties:

  • Develops and maintains the Tribes overall information technology strategy, roadmap, and standards.
  • Establishes IT policies, procedures, and governance frameworks related to systems, security, access control, and data management.
  • Advises the Tribal Administrator and leadership on technology risks, opportunities, and long-term planning considerations.
  • Ensures alignment between IT initiatives and organizational goals, regulatory requirements, and best practices.
  • Oversees the security, integrity, availability, and resilience of enterprise systems, networks, and data, establishing governance frameworks and delegating operational execution to the Information Technology Manager.
  • Establishes and monitors cybersecurity, risk management, disaster recovery, and business continuity frameworks.
  • Conducts periodic enterprise risk assessments and presents findings and recommendations to executive leadership.
  • Reviews security incidents, system risks, and compliance issues; directs corrective actions as necessary.
  • Ensures appropriate controls are in place for access management, data protection, and system change management.
  • Establishes documentation, knowledge-transfer, and cross-training standards to ensure continuity of IT operations and leadership.
  • Develops and oversees the IT budget in coordination with the Tribal Administrator and Finance.
  • Approves major technology purchases, contracts, and enterprise system investments.
  • Provides executive oversight of the Information Technology Department.
  • Directly supervises the Information Technology Manager.
  • Establishes departmental priorities, performance expectations, and accountability structures.
  • Ensures appropriate staffing models, succession planning, and continuity of IT leadership.
  • Oversees strategic vendor relationships, managed service providers, and enterprise technology partners.
  • Approves enterprise-level contracts, service agreements, and external technology engagements.
  • Coordinates with auditors, regulators, and external agencies as required.
  • Performs other related duties as assigned by the Tribal Administrator.
  • The Information Technology Director has final authority over information technology strategy, standards, security frameworks, and enterprise system architecture, subject to approval requirements established by Tribal policy and the Tribal Administrator.


Qualifications:

Education:

  • Bachelors degree in Information Technology, Computer Science, Information Systems, or a related field required. Masters degree preferred.


Experience:

  • Minimum of five (5) years of progressively responsible leadership experience in information technology.
  • Demonstrated experience overseeing enterprise IT systems, cybersecurity, and technology governance.
  • Experience with budgeting, vendor management, and strategic planning.
  • Experience working in public sector, Tribal government, or highly regulated environments preferred.

  • Strong understanding of IT governance, cybersecurity, risk management, and enterprise systems.
  • Ability to translate technical concepts into clear guidance for executive leadership.
  • Excellent leadership, communication, and organizational skills.
  • Ability to operate with discretion, confidentiality, and sound judgment.
  • Ability to manage complex initiatives and competing priorities.

PRCI Tribal Preference:

In accordance with applicable Tribal Law, and Title VII of the 1964 Civil Rights Act, the PRCI Administration shall give preference in hiring, promotion, transfer, and lay-off to enrolled members of the Picayune Rancheria of Chukchansi Indians. To qualify for this preference, applicants must submit verification of enrollment in the Tribe. Preference means that Tribal Members who are equally qualified as non-tribal members will be hired. In addition, on the Human Resources Interview rubric that allows for a total of 75 points during interviews, Tribal members will be awarded an additional 7.5 points (10% of allotted points) counted in the overall tally. Tribal members who are not Chukchansi will receive Indian preference by awarding five additional points (6.7% of the total allotted points).

Under CFR 25, Part 276 and by Title VII of the Civil Rights Act, Section 701(b) and 703(i), preference in filling all vacancies is provided to qualified PRCI Tribal Members and/or other American Indian/Alaska Native Candidates.
