About the Position
We are seeking someone with experience in the entitlement and pre-construction process for projects typically located in the general Los Angeles area but also throughout California and other selected states. The primary role is to take prospective projects through feasibility (limited to the zoning code statutes not financial feasibility), entitlement, and permitting processes. They assist with all aspects of vetting new property opportunities and land entitlements including projects that are by right, require a CUP, or require a complete re-zone.
This role is an excellent opportunity for a candidate with a demonstrated track record of highly organized project management and the ability to quickly understand the requirements of every jurisdiction where the project is located. The candidate will have a high degree of visibility working closely with the leadership team and our individual business units.
Responsibilities
- Schedule preliminary meetings with government agencies, engineers / architects, and third-party consultants on the viability of the project.
- Create schedules & deadlines for entitlement and permit timelines based on city and consultant feedback with consistent updates to stakeholders.
- Negotiate and execute all types of development-related contracts including but not limited to; entitlements, building permits, and other critical contracts in the development process.
- Coordinate with various governmental entities (cities, utility districts, counties, flood control districts, legislators, local stakeholders, etc.). Coordinate third parties including attorneys, architects, and other consultants throughout the project to ensure timely project completion.
- Responsible for coordination of plans and change requests with all architects and engineers as well as creating bidding packages for contractors.
- Assist in all aspects of land entitlements, including easement acquisitions, creation and activation of Municipal Utility Districts, review of development and utility agreements, review of drainage reports, review of surveys and land titles, etc.
- Secure all building permits for construction and ensure a smooth transition of projects to the construction team.
Requirements
- Bachelor’s degree in: Civil Engineering, Architecture, Real Estate, and/or related equivalent practical experience.
- 5+ years of land development experience.
- Thorough knowledge of the land entitlement process.
- Experience in project planning, design development, and project management of multifamily, commercial, industrial, retail, office or specialty assets (hotels, self-storage, life science.
- PMP Certification a plus.
- Highly effective communication skills both internally and with related third-party vendors and investors.
- Strong organizational skills and project management skills.
- Strong computer skills required, including specialty software.
